FCC Children’s Center to Close in Late May

The Carl and Norma Miller Children’s Center has resided on Frederick Community College’s campus since 1994, but will be closing its doors on May 16, 2025, due to financial losses over the years of the program’s operation.

The closing was announced by FCC president, Annesa Payne Cheek in an email to patrons on January 30, 2025. In the Children’s Center’s 30 years of operation, it has provided year round care for children up to five years old, and has been a means of support for students, employees, and the community as a whole.

“The closing is shocking and I am not sure what I’m supposed to do now,” a parent on FCC’s Facebook page said. “It’s the reason I am taking classes this semester, knowing my child is taken care of.”

This is the reality for many of the student parents who utilize the center, as well as some employees. Of the patrons of the center, 20 are student-parents, and 12 are employees— making up over half of the 50 total patrons.

In the center, teacher-to-child ratios exceed Maryland State requirements, and FCC states that the total capacity of the Children’s Center is for 83 children. However, only 69 are currently enrolled.

“The Children’s Center…has never operated at the full capacity of 83 children, thus revenues are not sufficient to cover expenses,” Christy Eichelberger stated on the FCC website following the announcement.

Spurred by disdain at the announcement, many online have shared a petition to save the center, feeling that it was abrupt and shocking. Despite garnering almost 650 signatures, this action may be too little, too late.

“I appreciate the community voices and praise for the quality of service and care provided by the employees of our Children’s Center. At the same time, childcare is not our core business.” Cheek said when questioned about the petition.

Student-parents who may have questions about what this means for their children, are encouraged to reach out to Jennifer Leonard ([email protected]) for support.
